Welcome to my website.
It collects most of my writings on federalism and some other topics, including energy policy. I believe in “open access” and pulling this material together should be helpful to readers. Much of what is here has been published, but I also include unpublished working documents and teaching materials. You are invited to explore what is here and please feel free to use it with proper attribution.
I come at these issues as a practitioner, who also has a strong background in political science. I was a senior official in the government of Canada, head of the Forum of Federations, and an expert in a UN team that helps in post-conflict situations and constitutional transitions. I have worked internationally as a consultant for many years. This activity has taken me to over 20 federal countries and to several others considering a transition to federalism.
